Debra C. Sullivan
Debra C. Sullivan oversees the firm's Real Property Valuation Practice Group. Mrs. Sullivan has more than 20 years of experience in representing both property owners and taxing authorities in all aspects of real property tax assessment challenges including negotiations, administrative challenges before boards of assessment review, the prosecution and defense of Real Property Tax Law Article 7 proceedings, and eligibility for real property tax exemptions. She has counseled clients on tax assessment issues involving regional shopping malls, office buildings, manufacturing and warehouse properties, strip retail centers, apartment complexes, golf courses and condominium properties, among others. Mrs. Sullivan is a co-author of “Understanding Real Property Tax Assessment Review Proceedings in New York State: A Primer for Municipal Officials.” She also has experience representing clients in connection with eminent domain matters to ensure that they receive “just compensation.” Mrs. Sullivan is a graduate of the College of William and Mary and Vanderbilt Law School, where she served as an editor of the Vanderbilt Law Review.
